I often wonder how come despite the presence of hundred of traffic "enforcers" in Cebu City and Mandaue City, the roads still remained chaotic.

Is it the system of laws?

The implementation?
Lack of knowledge and information?
Simple ignorance?
Blatant disregard of the laws?
Or plain stupidity and lack of discipline?

God knows HUDAS not pay anyway.
